We should have an activity tracker to check that can show the level of activity on the server. Maybe we can use the prometheus counters to examine how many test runs have been performed in
- the last week
- the last day
- the last hour
- the last five minutes
This can be used as signals to avoid restarting the server in the middle of a test run.
We could also have button in the frontend to disable accepting new test runs until the server has restarted. Instead we can record push events from GitHub in a database queue (filtering duplicates) that gets scheduled when the server is ready again.
