調査の方向性

The payload names no files. Start in the meshflow-api repo by finding where the incoming packet's rx_time is parsed and stored, then check the bot side for where the host clock would fill it. Read the linked parent issue #437 for context on 2.8 support. Done when packets without rxTime ingest with an rx_time_estimated flag set, and tests cover both the bot and the API.

Summary
