get_procs() docs incorrectly say results are limited to the responding HA node

説明
The documentation for get_procs() (R/get.R) says it "only returns data for the server that responds to the request (i.e. in a Highly Available cluster)".
That no longer matches Connect's behavior. The underlying endpoint, GET /__api__/metrics/procs, builds its list from the shared database (active, non-finalized jobs plus the latest reported job metrics), so it returns processes across all nodes in an HA cluster and across execution modes (including off-host / Kubernetes).
Suggested change
- Remove the HA limitation note from the
get_procs()docs. - Optionally replace it with accurate caveats:
cpu_current,ram, andheartbeatare the last values reported by each process and can be stale, orNAif no heartbeat has been received yet.- Processes that have recently ended but haven't been finalized may still appear.
- The endpoint is internal/unversioned and may change.
