[BUG]: tickformat doesn't adjust when labels are positioned below minor ticks (because of ticklabelindex)

This figure demonstrates the issue:
On the x-axis we have major ticks at daily intervals and minor ticks at 6 hour intervals. Although the labels are moved below minor ticks by setting ticklabelindex: -1, the default tickformat doesn't include hourly information, making the tick label incompatible with the labeled tick:

In contrast to this, if major ticks are labeled, the tickformat automatically includes hours if the ticks have an hourly period:
