Describe the bug
Since around the 8.5.10 release, repeated requests for this endpoint intermittently return "latest": "8.5.9" or "latest": "8.5.10" for the 8.5 branch.
Steps to reproduce
Some package managers rely on this for latest release detection, as evidenced by version checks and upgrades flapping between two versions.

Expected behavior
/releases/branches.php should be effectively up-to-date and consistent for consumers. Ideally the CDN purges /releases/branches.php whenever release data is deployed.
