OVMS requiring manual WEIGHTS_PATH

Issue にある Podman コマンドで失敗を再現し、servable_initializer.cpp と llm_node_initializer.cpp を通じて初期化を追跡し、intel_gpu/src/plugin/ops/moe.cpp で報告されている weights_path のチェックまで確認します。このモデルが weights path なしでコンパイルに到達する理由を特定します。同じコマンドで WEIGHTS_PATH を手動で追加せずにモデルを読み込め、関連する初期化テストまたは再現が成功すれば完了です。
