The issue names the solar consumer and blend app as places where GSP reconstruction currently happens, and proposes moving that logic into the data-platform. Start by locating those existing implementations and how the data-platform fetches GSPs; the payload names no files or tests. Done means the data-platform reconstructs older GSPs no longer provided by PVLive for API use.

We current reconstruct GSPs in the solar consumer, and in the blend app. This is for old gsps that are no longer provider by pvlive, but we still need to support in the api
Idea is to pull this logic into the data-platform, so we can just pull a GSPs, and the data-platform reconstruct it here
