The payload names no source files or tests in this repository. Start with the linked flagd ADR (targeting-variant-metadata.md) and the parent flagd issue #2090 to learn what the resolve operator must do. The testbed bump waits on flagd-testbed issue #437 being released, so that dependency should be checked first. Done means the operator is implemented per the ADR, the load-time terminal-position check exists, and the testbed passes after the bump.
