Start from the rule registry the issue mentions and from the callbacks diff already produced at operation and component level in the diff package. Read the webhooks counterpart issue #1160 and any checks already added for it, plus an existing check for request body/response/parameter changes as a template. Done means new rules report callback added/removed and changes to its request body, responses and parameters, with tests proving each is flagged, including the narrowing example.

説明
Callbacks are diffed at both levels (the operation diff and components both carry a callbacks diff), but no check consumes either, so callback changes go unreported entirely: a callback added or removed, or any change to its request body, responses, or parameters.
Example
An operation's callback request body narrows a property type. Integrations that implement the callback endpoint against the old contract are affected. Nothing is reported.
Design note
Same polarity inversion as webhooks (#1160): a callback request is produced by the API provider and consumed by the integrator's endpoint, so it behaves like a response for breaking-change purposes.
Found by a systematic coverage audit of the rule registry against the full OpenAPI object model.
