説明
Observed 2026-10-07 while merging the Python 3.7→3.11 base bump (#2): the Build and Publish Devcontainers run for the merge commit failed.
Evidence: run 37574650438, job build (9569):
Error: GH_PAT environment variable is not set.
##[error]Process completed with exit code 1.
Cause: .github/workflows/build.yml logs in to ghcr with GITHUB_TOKEN, but build.sh separately requires a GH_PAT environment variable that the workflow never sets — so every push touching 9569/** fails at the build-script step. (tnl/nysd legs only "succeed" because their step conditions skip them when the commit message doesn't mention those subdirs.)
Impact: the 3.11 base bump in #2 could not be validated by an image build (pre-existing breakage, unrelated to the Dockerfile change). The image at ghcr.io is presumably stale.
Suggested fix: provide GH_PAT as a repo secret (fine-grained PAT with write:packages) and pass it in the build step (env: GH_PAT: ${{ secrets.GH_PAT }}), or refactor build.sh to use the already-logged-in docker session. Then re-run the workflow via workflow_dispatch to validate #2's image.
