Start by surveying how this Python repo registers existing Nextcloud-facing agent tools: find the tool definition modules and the point where they are exposed to the agent, since a new Notes tool must follow that same pattern. Then read the Nextcloud Notes public API (linked indirectly via the issue's inspiration site and Nextcloud 35) to scope create, edit, organize and tag operations. Done means new tools for those operations are wired in through the existing registration path, with tests mirroring whatever coverage existing tools have.

It has an API used by thirdparty apps already.
