Start in Viewer.vue at the canEdit check that currently hides Edit unless the file itself can be updated. Offer Edit when the parent folder allows creating files, and open the image editor so only Save as is available. That requires a way in @nextcloud/image-editor to hide the always-shown Save (Save as copy is already gated by canSaveAs). This issue depends on #105 for displaying the new copy; done when a read-only picture can be edited and saved as a copy.

Edit is only offered when the file can be updated (canEdit in Viewer.vue), so a picture in a read-only share or a file without update permission can't be edited at all, even when the user could add a copy next to it.
Offer Edit when the file can't be updated but its folder allows creating files, and open the editor with Save as as the only way out. That needs a way in @nextcloud/image-editor to hide the plain Save (it always shows it today, with Save as copy only added through canSaveAs).
Depends on #105 for showing the new copy. From nextcloud/viewer#1364.
