`patch-add` doesn't add a `%patch` line, so the patch is silently skipped in hand-written-%patch specs

調査の方向性

Start by locating the patch-add implementation and its render-time handling of PatchN: tags; the issue names no files or tests. Check how explicit %patch lines are detected and how strip levels are represented, then compare the option that emits a line with the render-time warning alternative. Done means added patches are applied or produce a clear warning in hand-written %patch specs.

説明

When a spec applies its patches with explicit %patch lines (opensc, vim, alsa-lib, …), patch-add adds the PatchN: tag but nothing applies it. Render passes, the build passes, and the fix never actually goes in.

Right now we work around it with a spec-search-replace that inserts %patch -PN -p1 after the spec's last %patch. That means guessing the N azldev will pick, and it breaks as soon as the anchor line changes upstream.

Ask: an option on patch-add to emit the %patch line too (with a strip level), or at minimum a render-time warning when a patch is added but nothing applies it.
