Describe the bug

With the C# extension installed but not C# Dev Kit, the default winapp.xaml.formatting.provider = auto disables WinApp formatting to avoid the C# extension's formatter. The C# extension only formats XAML with Dev Kit, so Format Document does nothing.

To Reproduce
  1. Install the C# extension only (no C# Dev Kit).
  2. Open an unformatted .xaml file and run Format Document.
  3. No edits. The output channel logs "WinApp XAML formatting disabled to avoid competing with the C# extension's XAML formatter."
Expected behavior

auto keeps WinApp formatting on when no other XAML formatter is active.
