There is a noticeable delay in the UI when resizing the Storage Explorer window. The window content does not update smoothly while the window size is being changed.

Steps to Reproduce
- Launch Storage Explorer.
- Open a storage account -> Blob Containers.
- Right click one blob container -> Click 'Manage Stored Access Policies...'.
- Resize the dialog by dragging its edge.
- Observe the UI while resizing.
