.github/workflows/pr-merge.yml requests its lane token on steps.config.outcome == 'success' without reading steps.config.outputs.applies. resolveSlot returns applies: false, skipReason: "disabled-by-config" for a slot with enabled: false (.github/actions/resolve-config/resolve.mjs), and docs/conventions/pr-pipeline/README.md documents enabled: false and slot applies-when, so setting either for merge-pr still mints a token and runs the merge gate. Only the kill-switch variables stop it.
pr-run-activity-read.yml gates on steps.config.outputs.applies == 'true'; #7625 applied the same gate to work-unblock.yml.
Fix: gate the token request on steps.config.outputs.applies == 'true' and print skip-reason otherwise.
