Start by reading the /session-flow:orchestrate and /docs-hygiene:audit-derivability skill text, then check each plugin’s existing eval or test conventions and changelog format. Remove usage-headroom limits on worker count and model tier while retaining backoff for actual rate-limit errors. Done means the targeted skill text has no such limits, each plugin has coverage and a changelog fragment.

Problem
Maintainer rule (2026-10-11, #7118/#7135): usage or context state never lowers model tier, effort, review depth or worker count; pacing is the user's call (account rotation). Three spots still size work by usage headroom:
/session-flow:orchestrateimperative 7: "thin headroom caps how many workers you run" when headroom is known./session-flow:orchestrateimperative 7: the cheaper model tier becomes the default past a wide fan-out./docs-hygiene:audit-derivability: concurrency capped at 3-4, citing rate-limit headroom.
Decision
Remove usage/headroom as a reason to cap workers or lower the tier. Keep model choice tied to the work (mechanical vs judgment) and backoff on real rate-limit errors.
Acceptance
- No skill text caps workers or picks a cheaper tier because of usage headroom (grep
headroom,rate-limit,cheaperin these skills). - Eval or test coverage per each plugin's conventions; changelog fragments.
