Follows #6543 (eight plugins moved to fragments) and relates to #6006.
Evidence from 2026-10-07: after #6543, the only version-bump conflicts between parallel PRs were in plugins that carry shared lib copies but still bump directly. attribution and performance conflicted on #6516 and #6545, and each conflict forced another merge-main and CI round.
Proposal: move every plugin that carries a synced copy from scripts/shared-copies.txt into scripts/fragment-plugins.txt, following the precedent in 202afd419 (#6414) and 7c89a72c8 (#6543): change the list and add an ADR 0048 note, with no CHANGELOG or version edits.
Acceptance: a lib/ change touching every carrier adds only fragments; no carrier plugin.json is edited.
