調査の方向性
まず、Aragon Finance の NewTransaction イベントで使用されている reference と、Votings bot notifier に渡される vote_desc_items を特定します。各コンシューマーがどの情報を省略または保持すべきかを含め、統一された説明形式を定義し、両方の出力が一貫してそれを使用していることを確認します。

There are two vote item descriptions:
1:

which goes into Aragon Finance NewTransaction event

which goes to Votings bot notifier
And usually the first description is more about "why and what in broader sense" and the second in more about the specific on-chain actions.
Maybe we should use uniform description, just exclude info about the addresses and values from NewTransaction event
And the question is in what form the unified description should be.
