bug

Window::SetFocusable() is a stub on Windows and Linux, and SetNonActivating() only records the flag there. Only macOS implements them. An on-screen keyboard or a floating palette needs a window that can be clicked without taking focus from the app the user is typing into.

Possible implementation: Windows WS_EX_NOACTIVATE (plus MA_NOACTIVATE for WM_MOUSEACTIVATE); Linux gtk_window_set_accept_focus() / gtk_window_set_focus_on_map().
