enhancement

The current PG implementation supports table partitioning for events and deliveries table but there's no partition management yet.

I'm not 100% sure if we can instruct users to manage the partition themselves with pg_partman or something similar.

To simplify operation for users, it may make sense for us to include a simple workflow around table partition + data retention policy. My thinking is on api service startup, we'll run 2 logic check:

1: create enough partition to the end of the following year. So if it's 2025, make sure there's partition for 2026. If it's 2026, make sure 2027 partitions are created.
2: drop stale partition, depending on user's data retention policy from their configuration
