Populate github-handle for Heejung Hong in `tdm-calculator.md`

変更は _projects/tdm-calculator.md のフロントマターにある、Heejung Hong のリーダーシップ項目への修正です。空の github-handle の値を heejung-hong に設定し、github と picture のフィールドはそのままにしてください。Docker でサイトをビルドし、/projects/tdm-calculator のプロジェクトページが変わらず表示されることを確認してください。値が設定され、ページの見た目が同じであれば作業は完了です。この作業は #8428 の一部であり、先にリリースされている必要があります。

Overview
We need to populate the 'github-handle' variable with the correct GitHub username for each member of the leadership team. Eventually github-handle will replace the github and picture variables, reducing redundancy in the project file.
