#4597 added the org-level endpoints. The repository and enterprise variants are still missing:
GET/PUT /repos/{owner}/{repo}/actions/cache/{retention,storage}-limit
GET/PUT /enterprises/{enterprise}/actions/cache/{retention,storage}-limit
I'd like to work on this.
