enhancement release-process

The workflow update-check-run.yml is a workaround to enable authorized workflows in a different repository to update a check run using the Check Run API, because PATs are not allowed to perform that action. We since have moved to a GitHub App based authentication/authorization that does allow the use of the Check Run API.

This means we can replace the update-check-run.yml dispatches in the release engineering repository with Check Run API calls to update the state of the compiler validation and performance testing check runs.
