Since the @emacs-php organization exists to improve the quality of performing PHP development in GNU Emacs, I believe we should create a wishlist document, a document where the user-base can read about the overall goals of the PHP Suite and to request their own "wishes" or desired features. I feel like this will help @emacs-php to better serve the community by making it clear and public knowledge what the organization is working on. To me, this php-suite repository felt like the most appropriate place for such a document.
The document should contain descriptions for broad goals and desires. That is to say, features and requests which would improve GNU Emacs' support for PHP, but the requests are too broad to open as issues in a specific @emacs-php repository. We could direct users to this document by asking them to look there before requesting a major feature, so they can see if @emacs-php is already working to implement whatever the user wants ro request. Since the GitHub user-interface allows for thumbs up/down icons on issues, we could also use that as a very simplistic way to estimate the level of interest that users have in seeing a specific change to our PHP packages. The wishlist document could also provide the names of the developer(s) currently working on a given wish or request; that would let users know who to contact when they discover bugs, want to suggest changes, want to submit pull-requests, and so on.
I do not have any specific features to request, except to say that I would personally name the document GOALS.md or WISHLIST.md.
Edit: The document should also serve as a roadmap. If someone asks, "What is the future of writing PHP code in GNU Emacs?" then this document should be the answer to their question.
