It is the native title tooltip of the truncation helper (#7512): application-core/shell/js/app.js:414-426, bound as a table mouseover (:454). event.target.closest('td, th') resolves to the row-actions cell, because the floating <ul x-h-menu> lives inside that <td>; isCut() measures the whole cell including the open menu, finds it cut, and sets title = textContent = "Preview Edit Delete".

tooltip() returns early for [data-row-actions] cells and for targets inside [role=menu] (or measure only the cell's own text).
