Verify the PATCH behavior against a disposable GitHub repository, checking whether reviews become enabled when none were configured. If not, plan the change as part of the translated full PUT while preserving other fields; done means the behavior is confirmed and the plan and tests reflect it.

The 043 branch's branch-protection planner tightens review requirements on an already-protected branch with PATCH /repos/{o}/{r}/branches/{b}/protection/required_pull_request_reviews. It never re-sends the whole protection object, which would risk dropping unrelated settings.
The GitHub docs don't say whether that PATCH enables PR reviews on a protected branch that has none configured, or only modifies existing review settings. The recorded-response tests assume it enables them.
If GitHub rejects it, the read-back reports an error and nothing is weakened, but AC-03.01 / QA-07.01 are not fixed.
Verify against a disposable repository. If the PATCH does not enable reviews, plan the change as part of the translated full PUT, which already preserves every other field.
Found while implementing feature 043 (remediation safety, branch 043-remediation-safety, not yet merged).
