Problem
In the Features/Messages/StreamErrorMessage/NarrowPane200 story, I narrowed the pane to 170 px, the narrowest VS Code sidebar. The pane has the webview transcript's p-3. At that width, a stream-error card's header actions (div.ml-auto.flex.flex-wrap.items-center.gap-2) end at 139.6 px. Their parent's content box ends at 137 px. So the actions reach 2.6 px into the card's right padding. They do not overflow the card or the pane.
#7050 checks only the retry card at 170 px, because this card is outside #5645. At the story's own 200 px width, nothing reaches into the padding.
Proposed fix
Let the header actions shrink or wrap so they stay inside the card's content box at 170 px. Then extend the 170 px check in the NarrowPane200 play from the retry card to the whole pane.
