Start by locating the hardcoded paths list that codex-rules checks for rule files and trace how lifecycle hooks load those rules. Determine how an override can distinguish Codex and Claude rule sets, then verify that each harness can use its configured paths without changing the default behavior.

Problem
Some rules are harness-specific, they may refer to some harness capability (like sandbox) or harness-specific tool name.
It would be nice have ability to be able to have two different rules sets for codex and claude.
Proposal
This could be achieved by having ability to override currently hardcoded paths list where codex-rules is checking for rules.
