まずホストパッケージと提案されている expo-module.config.json を確認し、その後、issue にリンクされている Expo の autolinking と config-plugin のドキュメントを読みます。Expo の autolinking に必要な設定を追加し、Expo のサンプルアプリを用意します。完了の条件は、ホストパッケージが React Native Community CLI なしで自動リンクされ、サンプルでこれが動作することを示せることです。

We should add an Expo config plugin to support auto-linking without the use of the community CLI.
Right now, our host package is relying on the auto-linking provided by the React Native Community CLI (see instructions on opting out of Expo Autolinking).
It might be as simple as adding an expo-module.config.json file to the host package:
