説明
On a user's TFA setup page, admins should see a "Reset skips allowed" collapsible section with a link/button and help text when the user hasn't completed TFA setup. The details fieldset renders, but it's empty — the link and help text inside never appear.
Root cause: in _tfa_basic_plugin_setup_form_overview(), the link and help render elements are nested under a 'child' key instead of being direct children of the #type => 'details' array, so Form API never picks them up. (PR incoming.)
