Start with the Kafka gateway's existing admin API handlers, and read #4513 and #4522 first, since DescribeProducers and the transaction listings depend on them. The Scope checklist lists four separate pieces of work: producer state, GetTelemetrySubscriptions with an empty subscription, DescribeTopicPartitions, and the on-request group. Done means each checklist item is implemented and a client call for each API no longer fails.

Summary
Each of these APIs is small, and each matters to few users. A client that needs one fails that call.
- DescribeProducers (61), ListTransactions (66) and DescribeTransactions (65) for
kafka-transactions. Only DescribeProducers means anything without transactions. - ListConfigResources (74) for
kafka-configs --entity-type client-metrics. - GetTelemetrySubscriptions (71) and PushTelemetry (72). Clients turn telemetry off quietly, and
clientInstanceId()waits for its timeout and returns null. - Delegation tokens (38 to 41).
- DescribeTopicPartitions (75). Java Admin already falls back to Metadata.
