The role grants are in the atespace access policies, where editor from parent_atespace currently grants can_suspend, can_resume and can_revert on actors, and the permission table lists the roles. Read how editor implies its existing grants, then check that a new operator role gets only lifecycle permissions plus get. Done means operator is accepted in policies, appears in the permission table, and an editor's permissions are unchanged. Pull request #3527 is already open against this, so coordinate with its author before starting.

A controller outside Substrate that only resumes and suspends actors, such as a scheduler that puts an actor to sleep once its turn is over, has to hold editor on the atespace today: can_suspend, can_resume and can_revert on an actor are granted to editor from parent_atespace (the model also defines a direct [user] relation on the actor, but no API writes it).
editor also creates, updates and deletes every actor and actor template in the atespace, so a compromised scheduler can replace or remove every actor there, not just stop one.
Proposal: a fourth atespace role, operator, that may resume, suspend, revert and get actors and nothing else; editor implies it, so nothing an editor can do changes. Accepted in atespace access policies and listed in the permission table. I have a change ready and will open it against this issue.
