Network.forceDataConnection -> onSuccess() has nullchecks. If any of the nullchecks goes off, pduDownloaded.countDown(); is never called so the wakelock hangs forever.

There are several bugs here.

  1. The nullchecks should not prevent pduDownloaded.countDown(); from being called
  2. pduDownloaded.countDown(); should have been in a 'try/finally' block so that it is always run, even if return was called earlier
  3. The pduDownloaded.await(); call should have had a timeout (even a timeout of several minutes) so that it eventually closes itself

Before marking as closed, please search the code for any other calls to await() and make sure that #2 (try/finally) and #3 (await timeout) are applied in each case.
