create with bun says Intent is configured but never writes AGENTS.md

Bun と --intent を使って正確な tanstack create コマンドを実行し、生成されたアプリ内で bunx --bun @tanstack/intent install を再現します。create コマンドの Intent のインストールパスを追跡し、#513 と比較します。完了条件は、意図したパッケージがインストールされ、intent.skills が必要に応じて設定され、誤った成功を報告せずに AGENTS.md が書き込まれることです。

tanstack create with bun prints TanStack Intent configured and claims AGENTS.md was wired up, but the command it ran failed. No agent config is written. Deps install fine — it's just the Intent step.

Errors were encountered during the creation of your app:

Command "bunx --bun @tanstack/intent install" did not run successfully. Please run this manually in your project.

After that, node_modules is there, AGENTS.md isn't, and node_modules/.bin/intent points at @tanstack/devtools/bin/intent.js.

Same command inside the app:

bunx --bun @tanstack/intent install

exits immediately with @tanstack/intent is not installed. — no registry fetch.

Two things going on:

1. bunx is running the intent shim from @tanstack/devtools, not the real package. bunx --bun @tanstack/intent@latest install does download, then hits:

   Permissions: failed: intent.skills is not configured.
   

2. Intent 0.4.0 wants a TTY to write package.json#intent.skills on first run (TanStack/intent#241). create still treats intent install as non-interactive (#442).

Not the same as #495 — that one is --no-install. This happens with deps already installed.

#513 uses @tanstack/intent@latest (same as shadcn@latest) and writes intent.skills: ["@tanstack/*"] before install.
