What
When scylla-server records a lap start, put it on Zenoh under timers/lap/N so subscribers such as Nero get lap updates in real time. Part of #816.

Requirements
- Every lap start recorded by #546 is put on Zenoh under timers/lap/N
- The payload carries the lap start in epoch microseconds
- A Zenoh subscriber on timers/lap/** receives each lap in order
- A test or documented manual check confirms delivery
Notes
- Reuse the outbound put path in zenoh_processor.rs (SirenSendable over the send channel). A lap event isn't a command, so that type may need generalizing.
- Lap events must not be silently dropped; keep CongestionControl::Block.
- Depends on #546.
