変更対象は plugins/function-tools/src/plugin.ts の DESCRIPTION(642行目付近)にある単一の文字列です。

Composing a function body, the model reaches for the http tool (even if it needs installation) when native fetch — bound in the body, no plugin needed — would do. The cause is affordance: http has a schema and is visible as a candidate; fetch is a global surfaced nowhere the model is looking (runner_posture documents it, but that's a runner-audit tool, wrong category).

function-tools installs the runner that binds fetch, so its own description is the right carrier — and stating the capability positively avoids the cross-plugin reference the http description would have required.

Suggested, in plugins/function-tools/src/plugin.ts const DESCRIPTION (~L642): "Inside a body the runner binds fetch, AbortSignal, WebSocket, console and the timers — an HTTP request needs no plugin for those."
