The newly merged embedding/sequential-publication step in .github/workflows/ci.yml has an unquoted name containing (#1608, #1171). YAML treats the space followed by the second # as a comment, so the actual Actions step name ends at (#1608,. The commands executed successfully in all three merge-queue sanitizer workers; this is display-name drift, not missing test coverage.
Done when:
- Quote the step name so the parsed value contains both issue references and the closing parenthesis.
- Verify the parsed workflow value against the intended complete name.
- Preserve the command, condition, timeout, and job ownership unchanged; no runtime or test-policy change is needed.
