Hit by the builder on #1377. tools/section_plan.sh --emit-changed origin/main tests/run_all_tests.sh passed the runner as the OUT argument, which overwrote tests/run_all_tests.sh with a generated plan. The next make test-changed then ran nothing and exited 0 in 0.27 s: a destructive mistake followed by a silent green.
