Start with boot.php and package.yml, then compare the YREWRITE_PREPARE and PACKAGES_INCLUDED extension points described in the issue. Reproduce a POST to /index.php/api/structure/categories on an installation without yrewrite. Done means API requests are routed without yrewrite while the existing yrewrite case continues to return the expected API response.

The router is only started from the YREWRITE_PREPARE extension point (boot.php):

package.yml only requires yform. On an installation without yrewrite this extension point never fires,
so every API request (e.g. POST /index.php/api/structure/categories with a valid bearer token) falls
through to the frontend and returns the start page as HTML with status 200. There is no error and
nothing in the log. With yrewrite installed the same request returns 201 {"message":"Category
created",…} as expected.
Suggestion: either declare yrewrite in requires, or start the router on an extension point that also
exists without yrewrite (e.g. PACKAGES_INCLUDED in the frontend) and keep YREWRITE_PREPARE for the
yrewrite case. At the very least a note in the README would help.
