Description

Right now we have a 2 states for the errors:

1. No instances available (no location title section) that should stay the same

2. For all cases when we have location title all error messages should look the same (with the button at the bottom part)

Right now i see one inconsistency screen in design

but let's check all cases to make sure we use the same approach everywhere
