The payload names no file, so start in the Angular bitstream edit form and find where access conditions are chosen and where the end-date control for them is rendered. Reproduce with the steps in the issue as a user with edit rights, and check whether the date input is hidden, disabled, or not bound to the form. Done when an end date can be picked and saved for an access condition, and the bitstream shows that date afterward.
