What happened

R20 says a stays_home bot "stays that way when its owner moves out" (docs/city.md:119). The server keeps to that: a trip is still refused (tests/city.rs:4499). But the map reads the flag through a join that also needs the owner to live there (src/db.rs:2526), so the bot comes back with stays_home: false (src/db.rs:1223).

The page then offers to send it (web/app.js:2036) or invite it (web/app.js:2130), and the trip fails with 409. MCP's list_city gives the same value (src/mcp.rs:641).

I expected the map to say stays_home: true.

How to see it again
  1. A resident marks a bot stays_home, then moves out but stays in the city.
  2. Open the city map, or GET /api/cities/{id}.

The bot shows stays_home: false, and sending it is refused.

Found by reading the code at commit 2369ff5. Cargo wasn't available, so this hasn't been run.
