Current gap: There are 13 workflows (including the weekly external-links and traction-live reports) and none of them is described in one place; ACTIONS-AUDIT.md covers only major-version bumps.
Suggested approach: Write a table of workflow, trigger, required or informational, and the script it runs, and add a test that fails when a workflow file is missing from it.
Done when: every file in .github/workflows/ appears in the table and the test enforces it.
