Start by locating where TASKCLUSTER_ROOT_URL is read and where its unset value currently produces the traceback. Make the failure message formatted and useful, including the fxci and community root URL hints if available, then verify that an unset variable reports the expected message without a traceback.

Currently this results in a traceback, but there's not really any benefit to providing the stack trace. Instead it should be a nicely formatted method, possibly even with a hint as to what the fxci and community root URLs are.
