Start with src/base/cobol_src/BANKDATA.cbl and app/cbl/CBSTM03B.CBL, then inspect the equivalence harness and IBM reference policy in .claude/rules/mainframe-evidence-policy.md. Done means generated Db2 rows and CUSTOMER-FILE contents match the oracle, every CBSTM03B request type matches, and the evidence reports reach L2 or explicitly name what blocks it, with paragraph and branch coverage reported.

Two burned-estate batch programs translate whole (evidence L1) but no equivalence case runs them, so they cannot climb to L2. Their evidence reports' next is "an equivalence case that runs it". Found while sizing the six burned CICS estates' remaining rungs (2026-10-18).

Not in this issue: CardDemo COBSWAIT already has tests/equivalence/carddemo-cobswait (#5106 audit; its L1 should clear on the next evidence refresh), and DBUNLDGS / PAUDBLOD are IMS (#4893).

Acceptance

  • tests/equivalence/cbsa-bankdata: BANKDATA's det port equal to the oracle on its scenarios (generated Db2 rows, CUSTOMER-FILE contents); the evidence report shows BANKDATA at L2 or names what holds it.
  • tests/equivalence/carddemo-cbstm03b: CBSTM03B equal on every request type (each file x OPEN / READ / CLOSE, end of file, a missing record); L2 or the named reason.
  • Paragraph / branch coverage quoted in the PR (towards L3/L4).
