Bug description

In a website with a navbar, the site navbar hides the header of a notebook preview page (*-preview.html). The hidden header has the "Back to Article" link, the notebook title, and the "Download" link. Readers cannot see these controls.

Steps to reproduce

Make a website project with these three files. Then run quarto render, then quarto preview and navigate to the notebook through the "Source: Source" link.

The navbar shows at the top of the page. The preview header is not visible.

Expected behavior

The preview header shows below the navbar. If you remove website.navbar from _quarto.yml, the header shows correctly:
