[feat]: Create `<pf-v6-simple-list>` element

Start with .claude/ADVICE.md, the PatternFly v6 Simple list reference, and @patternfly/react-core SimpleList to define the element API and behavior. Follow the checklist for demos, public API and a11ySnapshot tests, CSS tokens, reviews, and the changeset. Done means both list sub-components provide the specified selection, grouping, accessibility, styling, and event behavior with visual parity.
