Is your feature request related to a problem? Please describe.
The goal of the is_outdated function at https://github.com/nextcloud/appstore/blob/729a6c5003938349b40946f08b993b78bbceb1d9/nextcloudappstore/core/models.py#L403 is to determine whether or not to display a warning banner in an app's details page for being outdated. However, the Nextcloud server version being compared to is hardcoded to a constant value and doesn't update on new Nextcloud releases. Previously, the intention was to display the banner when the last app release is 3 major versions behind the latest Nextcloud version.

Describe the solution you'd like
Add a way to detect the latest release version of the Nextcloud server, and base the check around that value.

Describe alternatives you've considered
Now that major Nextcloud versions have switched to a seasonal release schedule, maybe it would be sufficient to just detect whether the last app release is more than a year old (regardless of server version).
