Outcome

/work-items:work names /source-control:pull-request create only behind an installed-ness guard
with a fallback, as the repo's other cross-plugin calls do, so the skill still works when
source-control is not installed.

Decisions

  • The bare cross-plugin reference is still unguarded (D9). Add the guard form the repo uses ("when it
    is among the available skills; otherwise ..."). That this is the guard D9 meant is inference:
    confirm at slice start. Origin: ours.

From the design's module layout direction: "cross-plugin use only as /plugin:skill, never by path
(C3)."

Done when

  • rg -n 'pull-request create. can resolve the item' plugins/work-items/skills/work/SKILL.md
    prints a line that also matches available skills|installed (it does not on main).
  • bash plugins/skill-quality/scripts/check-skill.sh plugins/work-items/skills exits 0.

Out of scope

  • Other cross-plugin references in work-items.
  • Merging unattended: the PR carries do-not-merge until the Merge authority thread passes (B10).
